Bond set at $1 million for Elgin Mental Health Center escapee | |

July 17, 2014 A Kane County judge Thursday set bond at $1 million for Jesse Vega, a prisoner who escaped Wednesday morning from the custody of Elgin Mental Health Center security personnel while being transported to a court hearing in Lake County.Vega told the judge Thursday he "still hears voices and that he needs help," Kane County prosecutors said.
