Changes recommended for Lake County jail as population grows

The inmate population at the Lake County jail in Waukegan is expected to grow during the next 18 years, but not significantly enough to require building expansion, a new study indicates. To meet the projected space needs, consultant Tom Roth on Tuesday recommended turning some single-bunk cells into double cells.
