Durbin Dollars, Merchants and their Money: The Advent of the $10 minimum credit-card purchase

Thirty days from today, on Oct. 1, all the rules change for payments processing. At OMEGA, Durbin Dollars revert back to merchants and Main Street.

On Oct. 1, all the rules change in payments processing, courtesy of the Durbin Amendment to the financial reform overhaul package.

Basically, there's a scramble for the money in the electronic payments processing business. And just like every other business opportunity that portends a pot 'o gold at the end of the rainbow, every leprechaun and his brother are looking to make a fortune.

At issue: the Durbin Amendment to the Dodd-Frank financial overhaul package set to take effect Oct. 1, and the associated, so-called "Durbin Dollars."

A few highlights indicate that merchants will be allowed to:
- Impose a $10 minimum on credit-card transactions;
- Provide discounts at the register to customers paying with cash or debit cards.
