Elgin teacher on hand as Quinn signs safety bill | |

August 28, 2012 Gov. Patrick Quinn signs a bill that will protect teachers like Elgin teach Carolyn Gilbert, who was stabbed by a student in 2008, from students who pose a threat to others in a school setting.
