November 20, 2011 Election attorneys say former Bartlett Mayor Michael Kelly likely would have survived a legal challenge to holding office despite habitual delinquency on his taxes, while a state board of elections spokesman said if someone had brought it up during the campaign, Kelly would likely have been kicked off the ballot.
