Harper College promises two years of free tuition | |

March 30, 2015 Harper College President Ken Ender calls it a "high-stakes kind of deal," one that will require high school freshmen to make decent grades, volunteer in their communities and avoid skipping class until they graduate. The big reward? Free tuition. The Promise Scholarship program, launching Monday, is an "opportunity to earn access to college," educators say.
