Roads, schools, governments close as flooding creates states of emergency

A dousing of almost five inches of rain — and counting — has led to closings of suburban roads, schools and governments. Individual towns were declaring themselves disaster areas. Near the swollen rivers, people were continuing sandbagging. The National Weather Service is calling for more storms this afternoon, some potentially violent that could bring hail and a chance of tornadoes.
