UPDATE 2-U.S. FCC's spectrum proposal seeks to ease Wi-Fi congestion

The Federal Communications Commission's proposal would open for public and private use some of the airwaves largely used by government entities, including the Department of Defense and the Federal Aviation Administration. It has made spectrum crunch one of the top priorities of the FCC and technology leaders in U.S. Congress.
